Administration related to the recognition of a PhD degree obtained abroad

The required documents must be submitted to the Doctoral Committee (Doktori Csoport), addressed to the Chair of the Faculty Doctoral Council (TDT).

If the submitted application is formally adequate, the Doctoral Committee will request a statement from the Hungarian Equivalence and Information Centre of the Educational Authority to determine whether the foreign institution is authorized to provide doctoral training and confer doctoral degrees. Subsequently, the administrator will seek the opinion of the relevant doctoral school regarding the application. The doctoral school may request additional documents from the applicant if necessary for making a decision. Based on the recommendation of the disciplinary doctoral council, the University Doctoral Council will decide on the recognition. According to Act C of 2001, Section 15 (2): If there is a fundamental difference between the applicant’s training and the training leading to the corresponding domestic qualification, the authority may make the recognition of the foreign scientific degree conditional (e.g., on passing a doctoral examination, defending the doctoral dissertation, etc.). (3): In the decision on the recognition of the scientific degree, the authority authorizes the applicant to use the doctoral title.

Regulation on the Administrative Fee for the Recognition of Foreign Doctoral Degrees:

As of May 21, 2017, the regulation concerning the administrative fee for the recognition of doctoral degrees obtained abroad has been amended according to Point 4 of Annex 4 of the University Doctoral Regulations (UDR):

4. The fee for the recognition procedure is defined by the EMMI Decree No. 12/2013 (II.12.) on the administrative service fees and their amounts applicable to higher education and the state-recognized language examination system.

EMMI Decree No. 12/2013 (II.12.), Section 5/A: (1) For official procedures falling under the scope of the Act C of 2001 on the Recognition of Foreign Certificates and Diplomas (hereinafter: Recognition Act), the administrative service fee specified in Annex 4 must be paid. 

(2) The administrative service fee specified in Paragraph (1) must be paid by the client at the time of initiating the procedure to the bank account number of the competent authority, as specified in Annex 5.

(3) The administrative service fee paid pursuant to Paragraphs (1) and (2) constitutes revenue for the competent authority.

(4) If the client modifies their application during the first-instance procedure in a way that results in a different fee amount, the client must pay the difference or be reimbursed for any overpayment accordingly.

(5) The administrative service fee must be refunded to the client if the application is withdrawn before the decision is made or before the issuance of the official certificate.

(6) The fee paid for an appeal must be refunded if the reviewed first-instance decision is found to be partially or entirely unlawful and disadvantageous to the client.

Documents to be submitted

Documents to be submitted to the Doctoral Committee (addressed to the Chair of the University Doctoral Council):

  • Application for recognition (form available at: document)

  • Copy of the MA/MSc diploma
    (the original diploma must be presented to the administrator for verification)

  • Copy of the doctoral degree to be recognized
    (the original doctoral degree certificate(s) must be presented to the administrator for verification)

  • Proof of payment of the administrative service fee for the recognition procedure

  • An authenticated copy of a certificate issued by the foreign educational institution
    (e.g., transcript of records, academic report) that credibly certifies the duration of the doctoral studies and the successful completion of the academic requirements for obtaining the doctoral degree

  • The disciplinary doctoral council may request official translations of the documents listed in points 2–4, if the documents are not issued in English, German, or French, and the faculty is unable to provide a staff member with sufficient language proficiency to assess their content

  • Proof of the language proficiency required for obtaining a doctoral degree

  • The work on which the scientific degree was based must be attached in its original language.
    If the work is written in a language that does not allow the doctoral council to make a substantive decision on the recognition, an official Hungarian translation may be requested.

  • MTMT ID number and a detailed publication list

  • A brief CV, no longer than one page

  • A copy of a personal ID card or passport.
    For non-EEA citizens: a copy of the residence permit issued for employment or family reunification purposes.

PhD recognition procedure

The required documents must be submitted to the Doctoral Committee, addressed to the Chair of the Faculty Doctoral Council (TDT).

If the submitted application is formally adequate, the Doctoral Committee will request a statement from the Hungarian Equivalence and Information Centre of the Educational Authority to verify whether the foreign institution is authorized to offer doctoral training and to award doctoral degrees. 

Following this, the administrator will request the opinion of the relevant doctoral school regarding the application. The doctoral school may request additional documents from the applicant if necessary to reach a decision. 

The Faculty Doctoral Council (TDT) makes a final decision on the recognition based on the recommendation of the disciplinary doctoral council.

(2) If there is a fundamental difference between the applicant’s training and the training leading to the equivalent domestic qualification, the competent authority may make the recognition of the foreign scientific degree conditional (e.g. passing a doctoral examination, defending the doctoral dissertation, etc.).

(3) In the decision granting recognition of the scientific degree, the competent authority authorizes the applicant to use the doctoral title.
